What the City tracks
Toronto's Development Pipeline combines planning applications and building-permit data. It distinguishes projects under review, approved projects, permit applications and issued permits. Its focus is larger developments requiring planning approvals; it does not capture every small building job.
What this means for outreach
Our interpretation: a proposal can indicate a future area of activity, but it is not a confirmed start date or an invitation to bid. Check the project stage and the actual procurement route before committing sales time.

Use the City's dashboard to inspect an area rather than assuming that citywide activity represents demand in your service radius.
